ARE WARRANTIES PART OF THE WORK?

I work with a general contractor. We have a dispute with the owner's representative. We failed to submit some of the required warranty certificates. The owner’s representative insists work is incomplete until warranty certificates are submitted. Our opinion is warranty certificates are contract documents and are not part of work. Any suggestion?
