I am a building supply manufacturer for division 0742 33. On publicly funded projects, is it commonplace or even allowable for the basis of design manufacturer to list their affiliated fabricators or representatives as equals or alternatives as it is the same product, and doesn't allow for a competitive bid scenario?

CHANGE ORDER REVIEW COMMENTS
The architect is being asked by the owner’s rep to review change orders for items such as temporary power to the contractor’s trailer, a new owner’s trailer, etc. Are these items listed under the general conditions of the contract? Is this type of change order something the architect would review? I found an explanation which is helpful, but it’s still not clear on how we recommend the change order be accepted or not. Since it’s not really a scope change, or hard to determine the scope.
