Helping schools see the light: Data reveals daylighting’s importance in education

Like most projects, architectural choices in education projects are incredibly complex. Many decisions including critical energy performance and efficiency choices are especially crucial. 'SHORT FORM' SPECIFICATIONS - AMOUNT OF DETAIL TO INCLUDE?
I'm wading out into this very grey area of looking for guidance on how much information is appropriate to put into both 'outline' and 'short form' versions of specifications. Previously, I've only issued full spec sections at all design and documentation phases, incrementally providing more detail on the materials, systems and quality. Does anyone have any general rules of thumb in what to include within each version? Such as, submittal and mock-up requirements should never be included within outline specs but should always be included within short form specs. Any advice on how to best ensure that all costs are covered within short form specs?
