A new agreement between two industry organizations aims to strengthen connections by bringing building enclosure and commissioning professionals closer together.

On September 25, 2026, the International Institute of Building Enclosure Consultants (IIBEC) and the Building Commissioning Association (BCxA) announced a new memorandum of understanding (MoU) to collaborate on education, training, and advocacy.

IIBEC represents design professionals who specialize in building enclosure projects. BCxA is an international nonprofit organization recognized as an authority and resource on building commissioning.

Both organizations share a commitment to ensuring buildings perform as intended throughout their service lives.

“Building enclosure consultants and commissioning professionals share the same goal: buildings that are safe, durable, and efficient throughout their service lives,” said Brian Pallasch, IIBEC’s executive vice president and CEO.

Pallasch said the agreement builds on IIBEC’s Certified Building Enclosure Commissioning Provider (CBECxP) certification program. Last year, the program earned accreditation from the ANSI National Accreditation Board. The accreditation follows ISO/IEC 17024, an international standard for personnel certification. The organizations also plan to expand education and training opportunities for their members.

BCxA executive director Liz Fischer emphasized commissioning’s role across a building’s life cycle, from design and construction through ongoing operations. Effective commissioning can improve energy efficiency and safety while reducing operation and maintenance costs, she said.

Fischer also highlighted the value of IIBEC’s building-enclosure expertise in advancing the broader built environment. The two organizations will work together to strengthen industry knowledge and support their shared professional interests.
